How Many Cigarettes Are in a Carton? Packs, Cartons and Carton Size
A common cigarette carton holds 10 packs. When each pack holds 20 cigarettes, that makes 200 cigarettes in the carton. As of October 2026, Australia sets both numbers in law. The US and the UK set a minimum of 20 cigarettes per pack, but the rules we read set no carton count. So 200 is common, not a universal legal count, and the market you sell into matters. The count also does not tell you how big the carton is; that comes from the real pack. If you are sizing a custom carton for your packs, this guide walks through each step.
Pack, Carton and Shipping Case
These three words are often mixed up, so here is how this guide uses them.
- Pack. The smallest package a buyer can purchase. UK law calls it the unit packet: “the smallest individual packaging” in which the product is presented for retail sale.
- Carton. A package that holds several packs. Australia’s rules define a cigarette carton as a retail container that holds smaller containers in which the cigarettes sit, and name the pack as the example.
- Shipping case. An outer box that holds several cartons for transport. We found no official count of cartons per case, so this guide gives none.
How Many Cigarettes Are in a Pack, by Market
Pack rules differ by country. These are the three markets whose current law we read, as of October 2026.
| Market | Cigarettes per pack | Packs per carton | Source |
|---|---|---|---|
| United States | At least 20 | Not set in the rules we read | 21 CFR 1140.16(b) |
| United Kingdom | At least 20 | Not set in the rules we read | SI 2015/829, reg 4(8) |
| Australia | Exactly 20 | Exactly 10 | Regulations 2024, ss 45 and 46 |
United States. Federal rules say no manufacturer, distributor or retailer may sell a cigarette package that contains fewer than 20 cigarettes, under 21 CFR 1140.16(b). FDA’s guidance for retailers adds that this includes single cigarettes, and that retailers may not break packs open to sell fewer.
United Kingdom. A cigarette pack must hold at least 20 cigarettes and must be cuboid, under regulation 4 of the Standardised Packaging of Tobacco Products Regulations 2015. GOV.UK’s packaging consultation page summarizes the same minimum of a 20 pack.
Australia. Since 2025, the Public Health (Tobacco and Other Products) Regulations 2024 say a cigarette pack must contain 20 cigarettes, and a cigarette carton must contain 10 cigarette packs. The Department of Health’s summary of the changes says the same. Older guides that list Australian packs of 25 or more are out of date.
For any other market, check that country’s current law before you size a pack or a carton.
How Many Cigarettes Are in a Carton
The arithmetic is simple: packs per carton times cigarettes per pack.
| Packs per carton | Cigarettes per pack | Cigarettes per carton |
|---|---|---|
| 10 | 20 | 200 |
That is the format US Customs and Border Protection uses in its traveler guidance, last updated in January 2025, where one carton of cigarettes means 200 cigarettes. In Australia, 200 is the only legal answer, because both numbers are fixed. In the US and the UK, the rules we read set a minimum per pack, not a fixed carton, so a brand’s own pack count and carton count decide the total. Confirm both before you print anything.
Why the Count Does Not Give You the Carton Size

Two cartons can each hold 200 cigarettes and still differ in size. The carton’s size depends on four things:
- The real pack size. Packs differ in length, width and depth.
- How the packs are arranged inside the carton.
- The board and the clearance needed for the packs to slide in.
- The market’s rules for the carton’s shape, surfaces and printed areas.
Australia shows the first two clearly, because its law sets a range for the pack itself. A closed pack must be 85 to 90 mm high, 55 to 60 mm wide and 20 to 24 mm deep. Here is what ten of those packs need inside a carton, before any clearance or board:
| How ten packs sit | Inside length | Inside width | Inside height |
|---|---|---|---|
| Five across, two deep | 275 to 300 mm | 40 to 48 mm | 85 to 90 mm |
| Ten in one row, front to back | 200 to 240 mm | 55 to 60 mm | 85 to 90 mm |
Same ten packs, same 200 cigarettes, two very different cartons. We found no carton dimensions in Australia’s rules either, so even there the carton size comes from the packs you actually use.
How to Size a Custom Cigarette Carton
To quote and build a carton accurately, a packaging maker needs these details:
- The retail pack’s length, width and depth, measured on a finished, closed pack.
- The number of packs per carton.
- The arrangement, such as five across and two deep, or one row.
- The warning and layout areas your market requires on the carton.
- The destination market, since the rules differ by country.
- The quantity you need.
From these, the maker works out the inside size, then adds the board’s thickness for the outside size. A sample carton with real packs inside checks the fit before production.
Rules That Reach the Carton Itself
A carton is not just a shipping box. In all three markets, it counts as packaging in its own right.
- United States. Federal law defines a cigarette “package” as “a pack, box, carton, or container of any kind” in which cigarettes are sold or distributed, under 15 U.S.C. 1332. So rules written for cigarette packages can apply to the carton too.
- United Kingdom. A carton is a “container packet”, and regulation 3 allows only Pantone 448 C with a matt finish on its outside, apart from required warnings and the exceptions listed in Schedule 1. So a carton printed in brand colors or graphics is not allowed for the UK market.
- Australia. A carton must be rigid, made only of cardboard, with rectangular sides meeting at right angles. Outside, it must be Pantone 448C with a matt finish, apart from health warnings, the brand and variant name and required markings. It may not have a window, and may not contain voids, spacers or fillers. So a carton cannot be padded out with fillers to hold packs it was not sized for.
A note on compliance. Packaging rules for tobacco change and differ by country, and this guide is not legal advice. You supply the regulated text and confirm the requirements for each market with your regulator or legal adviser. Nothing in this guide says that any carton complies.

Frequently Asked Questions
How many packs are in a carton of cigarettes?
A common carton holds 10 packs. Australia requires exactly 10. The US and UK rules we read set no carton count.
How many cigarettes are in a pack in the US?
At least 20. Federal rules bar selling a cigarette package with fewer than 20, including single cigarettes.
Is 200 cigarettes per carton the law everywhere?
No. It is the common format, and the fixed legal count in Australia. Under the US and UK rules we read, it depends on the brand’s pack and carton counts.
How many cartons are in a case of cigarettes?
We found no official count. It depends on the maker’s shipping case, so check with your supplier.
What size is a cigarette carton?
There is no single size. It depends on the pack’s dimensions, how the packs are arranged, the board and the market’s rules. In the two layouts shown above, ten Australian legal packs need about 200 to 300 mm of inside length.
